9/20 Highlights: Preliminary SBAC Results

Welcome to Board Watch for WCCUSD’s September 20thth Board of Education meeting!

This week, our board members are scheduled to: hear a presentation on our students’ 2016-17 Smarter Balanced Assessment Consortium (SBAC) English and Math outcomes; discuss the District’s dual enrollment partnership with Contra Costa Community College District; receive public comment and vote on the proposed contract between WCCUSD and United Teachers of Richmond; and approve a set of contracts for this school year, many of which focus on providing college and career programs and services to our students.

1. Preliminary 2016-17 SBAC Results 

Agenda Item F.1. Alicia Bowman, Executive Director of Research, Accountability, Assessment, and Data (RAAD), will present to our board members on the 2016-17 Smarter Balanced Assessment Consortium (SBAC) results.

Why does SBAC matter? The annual SBAC outcomes in English and Math matter because they help us collectively understand and monitor our students’ progress to being ready for success in college and career. SBAC outcomes are one among many meaningful indicators of student learning, and provide critical information to guide district staff, educators, school leaders, and community members in making informed decisions to improve our students’ results.

2. Dual Enrollment Partnership Agreement with Contra Costa Community College District

Discussion Item F.2. Our board members are being recommended to discuss a dual enrollment partnership agreement for 2017-18 between Contra Costa College and WCCUSD. This agreement was developed for the purpose of our high schoolers having the opportunity to take college classes at high school sites. Students are enrolled into Contra Costa College and receive credit on both their high school and college transcripts.

“Data has shown that students who complete college credit while still in high school are more likely to earn a high school diploma, to enroll in community colleges, 4-year institutions, and to attend post-secondary on a full-time basis. Students had great success during the 2016-17 academic year, and wish to continue the program with the Board‘s permission during the 2017-18 year” (WCCUSD Board Meeting agenda item description).

This is a discussion item only. At the upcoming October 4th board meeting, the partnership agreement will be brought back to the board for approval.

3. Public Hearing and Approval of Agreement with United Teachers of Richmond (UTR)

Action Item G.6. Our board members are scheduled to hear from members of the community and vote to ratify the proposed contract between UTR and WCCUSD. The two parties have reached tentative agreement through collective bargaining over many months.

“School districts are required to publicly disclose the provisions of all collective bargaining agreements before they ratify an agreement.  This ensures that the public is aware of the details associated with a tentative collective bargaining agreement before it becomes binding on the district.  A summary of the financial implications associated with the agreement will be presented at the Board meeting” (WCCUSD Board Meeting agenda item description).

4. Approval of Set of 2017-18 Contracts

Consent Agenda Item D.3. A set of contracts for this school year are scheduled for approval through the consent section of the agenda. Several of the contracts are focused on college and career programs / services for our students, including partnerships with UC Berkeley and with the Young Scholars Program’s Rising Scholars initiative to support young men of color.
