We have exciting news to share! Governor Newsom has signed AB 2555, an important new law that significantly reshapes and strengthens the reclassification process for English learners.

These changes build on years of advocacy by families, educators, and English learner champions for a fairer, more consistent reclassification process. Over the past 7 months, Californians Together and the California Association of Bilingual Educators (CABE) championed AB 2555 (Patel), bringing together a multi-sector network of advocates and partners from across the state to advance this important change. GO Public Schools is proud to have journeyed beside fellow family advocacy organizations including Innovate, PIQE, and the Parent Organization Network, labor partners CTA and CFT, and 20 other organizations in advocating for a clearer, more consistent reclassification process for California’s English learners.

Under the new law, English learner students will now be reclassified based solely on a qualifying ELPAC score: Level 4 on the traditional ELPAC or Level 3 on the Alternate ELPAC. Students will no longer need to meet the additional criteria that previously made California’s reclassification process complicated and inconsistent.

Other provisions of the law will be phased in over the next few years. These additions seek to bring vital shifts in the process for English learners with special needs as well as enhanced monitoring processes for students once they reclassify. We’ve created a new resource (English | Spanish) to help families, educators, and leaders understand what’s changing, what to expect, and what to do now.

And there’s more to come! Keep an eye out for an invitation to our upcoming webinar on reclassification, as well as GO’s updated Forward Together: A Parent’s Guide to Reclassification, coming in November. These resources will dive deeper into the changes and what they may mean for students and communities across the state.
